THE NEXT STEPSPRESIDENT’S MESSAGE
This year’s spring conference promises to inspire us with an illustrious array of presentations and workshops, all of which focus on the Association of Teacher Educators Standards for Teacher Educators, Standard Five: Program Development.
Highlighting the morning is a keynote address by Maria Karagianis who will address the development, implementation, and sustenance of innovative programs. Maria is a journalist, entrepreneur, and educator who has reported on apartheid in South Africa and school de-segregation in Boston. She is part of a team that won a Pulitzer Prize Gold Medal for the Boston Globe in 1975. She founded Discovering Justice, an initiative that has taken basic education out of the classroom and into the courtroom.
Afternoon activities consist of a series of workshops facilitated by presenters with expertise and experience in program development related to institutional responses to Chapter 49 guidelines on early education and special education, middle grades program development issues, secondary teacher certification, and post-baccalaureate program implementation.
In addition, Maria Karagianis will conduct an afternoon breakout session where interested participants may continue to have a conversation with her about the pitfalls and rewards in developing innovative programs. We are excited about this year’s conference, its program development theme, and the variety of sessions available to you.

Neumann UniversityATE STANDARDS WILL GUIDE PAC-TE PROFESSIONAL DEVELOPMENT
Over the next several years, PAC-TE professional development offerings will focus around the Association of Teacher Educators (ATE) Standards for Teacher Educators. We begin with the standard on Program Development:
“Accomplished Teacher Educators provide leadership in developing, implementing, and evaluating teacher education programs that are rigorous, relevant, and grounded in theory, research, and best practice.”
In Pennsylvania teacher educators have certainly been involved lately in developing programs. Now let’s work together as we implement, evaluate and refine our teacher education programs. PAC-TE’s 2010 Spring Conference is designed to provide administrators and faculty with inspiration, practical ideas and opportunities for sharing around teacher education program development.
CONFERENCE PROGRAM

- A CONVERSATION WITH MARIA KARAGIANIS ON DEVELOPING, IMPLEMENTING AND SUSTAINING INNOVATIVE PROGRAMS (12:50 – 2:05 p.m. only)
Interested conference participants may continue to have a conversation with Maria about the pitfalls and rewards in developing innovative programs.Sessions B, C, D, and E -- Each of these sessions will include an opportunity for participants to ask questions and share approaches to program implementation issues. The final segment of each session will include an opportunity to brainstorm additional issues that future PAC-TE professional development might address and resource persons whom PAC-TE might contact on these issues.
- DEVELOPING A COMPREHENSIVE PRE-K THROUGH 4 AND SPECIAL EDUCATION DUAL CERTIFICATION PROGRAM
This session will address the development of a Pre-K–4/Special Education dual certification program under the Chapter 49.2 guidelines. Discussion will include the inclusion of core curriculum requirements and approval through the University procedures. The presenter will discuss why the decisions were made to offer dual certification, issues with development of the program, and the current outcomes and model of the program.
MIDDLE LEVEL PROGRAM IMPLEMENTATION CHALLENGES

This session will focus on Chapter 49.2 program implementation challenges for the middle level programs. One highlighted area will be how practicum hours have been successfully addressed. Other areas of interest will be explored based on participant interest. These may include but are not limited to marketing and staffing of the new programs and continuing collaborative efforts in Pennsylvania.
SECONDARY CERTIFICATION PROGRAM DEVELOPMENT

Drs. Sanelli and Woyshner will share their insights into working as consultants for the Pennsylvania Department of Education in revising the secondary teacher preparation guidelines as well as the results of the November 2009 workgroup meeting at which secondary education faculty members around the state convened to give their input on the guidelines. They will be speaking to the process of drafting the secondary guidelines and will discuss some of the major issues that arose in the process.
POST-BACCALUAREATE PROGRAM DEVELOPMENT

Director of Student Teaching and Assistant Professor Cabrini College
In this session, participants will take a look at how one college (Cabrini) has developed both an on-campus PreK-4 post-baccalaureate program as well as an off-campus Special Education post-baccalaureate program. Discussion will include how the mandated 270/90 hours will be met as well as required field experiences. Additionally, an opportunity to share ideas and concerns regarding the development of post-baccalaureate programs will be a part of the session. Participants are encouraged to bring a copy of their institution’s programs to share/discuss.
