PAC-TE Annual Business Meeting
Minutes
The Annual General Business Meeting of the Pennsylvania Association of Colleges and Teacher Educators was called to order at 12:30 p.m. by President Fred Savitz.
There were 183 members in attendance.
Minutes of the October 29, 2009, Annual General Business Meeting, as presented in meeting packets, were approved with no dissenting votes.

Second – Jim NolanThe President’s Report was presented as part of the meeting packets and summarized by President Fred Savitz. Fred recognized the members of the PAC-TE Board of Directors, asking them to stand as announced. He also:
- highlighted the program review survey compilation, analysis and recommendations document, which is in TEA registrant packets
- announced the formation of a Board Technology Integration Committee, which will make recommendations for the use of technology to increase, improve, and make more efficient PAC-TE services and processes
- encouraged participation in PAC-TE’s Board-approved seven focus groups which have formed under the leadership of Kevin Zook and which first met at the TEA on Wednesday afternoon
- encouraged participation in the Institution-Alike Sessions being held tomorrow at the TEA and which will be facilitated by Board members and Government Relations Committee members
- recognized Mary Dupuis’ development of PAC-TE’s successful application for ATE Unit Awards
- thanked PAC-TE members for their involvement in the association and in communicating to the President and Board members the issues with which PAC-TE should be involved on behalf of its members
The Executive Director’s Report was presented as part of the meeting packets and summarized by Executive Director Linda Cook. Included in the report are current PAC-TE membership and focus group membership statistics. Linda thanked members for their gracious welcoming and assistance during her first year as Executive Director. She especially thanked the Board and former Executive Director Jim Flynn for their well-planned transition plan and ongoing support. She announced that she is working with Treasurer Rick Fuller, a Board working group, and a lawyer to develop and bring to the membership at next year’s business meeting revised bylaws and to the Board in the spring of 2011 recommended policies. Risk management, tax, employment, and liability issues will be addressed in these documents. A great deal of the Executive Director’s job is member communications which is moving more to electronic, rather than hard copy format. She encouraged feedback and recommendations on communications and services.
The Treasurer’s Report was presented as part of the meeting packets and summarized by Treasurer Rick Fuller. The report includes the following items:
- Final Report Association Account 2009-2010, as approved by the Board of Directors
- Final Report Conference Account 2009-2010, as approved by the Board of Directors
- Approved 2010-2011 Budget, as approved by the Board of Directors
The following committee reports were presented:
- Audit Committee – Chair Bob King, Chair reported that, as reflected in the letter in meeting packets, the PAC-TE 2009-2010 financial records were audited and found to be accurate.
- Nominations and Elections Committee -- Kathleen Ruthkosky, Past President and Committee Chair, thanked those running for election as Board members in the election being held at the Teacher Education Assembly today. Absentee ballots were sent out to all members and the polls are open until 4:00 p.m. today. Elected Board members will be announced at the final general session on Friday, October 29, and in the next NewsNotes. Kathy also thanked committee members Tammy Feil and Marianne Hazel for their committee work.

- On the ballot to represent state-related institutions are:
- Dr. Bernard Badiali, Penn State University
- Dr. Donna Dombek, University of Pittsburgh-Bradford
- On the ballot to represent state system institutions are:
- Dr. Susan Schaming, Widener University
- Dr. Kevin Zook, Messiah College
- On the ballot to represent individual members is:
- Dr. Jesse Moore
- Government Relations Committee -- Jay Hertzog, President Elect and Committee Chair, called attendees’ attention to the committee’s draft document, “A Vision of Excellence in Teacher Preparation: Principles, Responsibilities, and Relationships,” in their TEA packets. Feedback is being collected at three small group sessions today, one of which is still to be held at 3:30 p.m. in the Congressional Suite. The committee will review this input and publish a revised document, distributing it to the new Governor, new Secretary of Education, PDE staff, legislators, and college and university presidents, as well as members. Jay introduced Mary Harrill McClellan, Director, Policy and Programs, American Association of Colleges for Teacher Education, who will provide a small group session on federal and state government relations this afternoon and who is providing the committee with information and consultation as PAC-TE moves forward with informational and advocacy efforts.
- Spring Conference Committee -- Jay Hertzog, President Elect and Committee Chair, announced the theme of the upcoming spring conference – “Teacher Preparation as a Subversive Activity.” The drive-in conference will be held from 10:00 a.m. – 3:00 p.m. on Thursday, April 14, 2011, at the Penn Stater Conference Center in State College.
- TEA 2010 Planning Committee -- Sally Winterton, Committee Chair, thanked everyone for attending this year’s Teacher Education Assembly. She announced that we have 241 paid registrations for the TEA. She encouraged attendees to complete and submit at the registration desk a conference evaluation form, at which time they will receive a prize ticket. A prize of a registration to the 2011 TEA, a value of at least $105, will be awarded at the Friday general session from the tickets submitted. She recognized the planning committee members, presenters, presiders, and registration desk workers.
- TEA 2011 Planning Committee -- Lynn Orlando, Planning Committee Chair, called attendees’ attention to the date-saver in the TEA program for the 2011 TEA, to be held October 26-28, 2011, at the Holiday Inn Harrisburg/Hershey. She encouraged members to join the TEA 2011 Planning Committee, which will meet for the first time this afternoon. Two additional meetings will be held, both in State College, in December and in April on the afternoon before the Spring Conference.
President Fred Savitz announced the meeting as adjourned at 1:10 p.m.
